Municipal Asphalt Paving in Bulverde & Central Texas
Municipal paving projects carry a different standard than private work. When a city street, a county road, or an HOA community lane is poorly paved, the people who depend on it every day bear the consequences. C. Brooks Paving has worked alongside local governments, school districts, county road departments, and HOA boards throughout Central Texas, and we understand what public-sector clients actually need: accurate scopes, on-schedule delivery, and work that doesn’t come back for re-dos.
We bring four generations of paving experience and our own state-of-the-art Etnyre and HAMM equipment to every municipal contract. Courtnay Brooks manages each project directly. That means a single point of contact, clear communication, and a contractor who shows up when they say they will. According to the Texas Department of Transportation, road surface quality directly affects public safety outcomes, a standard we take seriously on every public works project we accept.

TAR AND CHIP FOR RURAL ROADS
Chip seal, also called tar and chip, is one of the most widely used surface treatments for rural county roads and low-volume municipal lanes in Central Texas. The Federal Highway Administration recognizes chip seal as a proven pavement preservation method that extends road life at a fraction of full-depth reconstruction cost. For county roads, ranch-to-market routes, and rural HOA streets with lower daily traffic counts, chip seal delivers a durable, all-weather surface that handles Hill Country soil and drainage conditions effectively. HOT MIX ASPHALT APPLICATIONS
For higher-volume municipal roads, city streets, and school access routes that see daily heavy vehicle traffic, hot-mix asphalt is the right surface specification. We select binder grades and mix designs based on traffic count, vehicle type, and sub-base conditions, not a default product. Hot mix installed over a properly prepared and compacted aggregate base, with the correct lift thickness for the load, is what achieves the 20-plus year road life that public works departments plan around.County road resurfacing City street paving
CITY & COUNTY ROAD RESURFACING
Road resurfacing is the most common municipal paving request we receive. When existing road bases are still structurally intact but the surface has oxidized, cracked, or developed drainage issues, a mill-and-overlay or thin-lift resurfacing extends road life by 10 to 15 years at a significantly lower cost than full reconstruction. We assess the existing road structure, identify base failures where they exist, and scope the correct resurfacing approach — not the cheapest one. Learn more about county road resurfacing
Subdivision & HOA Street Maintenance
HOA communities and residential subdivisions across Central and South Texas often inherit roads that were built to minimum spec during development — and those roads are now showing it. We work directly with HOA boards and property management companies to assess road conditions across an entire development, prioritize the highest-need sections, and establish a multi-phase maintenance schedule that fits within annual maintenance budgets. Written estimates for every phase, no verbal commitments. Subdivision paving services
PUBLIC WORKS, SCHOOLS & MUNICIPAL BUILDINGS
Parking lots and access roads at schools, county facilities, and public buildings carry concentrated foot and vehicle traffic and are subject to ADA accessibility requirements. We've paved school lots, county office facilities, public park access roads, and municipal yard surfaces across the Hill Country and South Texas. We understand the documentation requirements that public-sector contracts often require and can provide insurance certificates, bonding documentation, and written scope packages to support your procurement process. Frequently Asked Questions
Do you work with local governments and school districts?
Yes. We work directly with city and county road departments, school districts, HOA boards, and public works managers throughout Central and South Texas. We’re familiar with the scope documentation, insurance requirements, and bidding processes that municipal and institutional clients typically require. If your project requires a formal written bid package or vendor documentation, contact us and we’ll put it together.
Are you familiar with ADA rules for public paving projects?
Yes. Accessibility compliance, including parking lot slope requirements, accessible route surface conditions, and ramp transitions, is part of how we design and deliver public-sector paving projects. For school lots, county facilities, and public parking areas, we account for ADA surface requirements in the scope, not as an afterthought.
